Does division or marks of b. Tech impact eca reports?

Hi
I am applying for eca but i have some questions in my mind
1. Can i send the transcripts (received by University in sealed envelope ) directly to WES ?
2.if yes, from india which courier is the best
3. I have 65%in my b. Tech and my spouse has 58% . How does it impact our eca report
4. In what cases WES do not accept transcripts

Please help. .
