Does delivered mean received? (Tracking my package)

I sent off my application last Friday. I've been tracking it everyday and today it says delivered. Does it mean that they received it now? This is what it says the last few days when I track it.

its with CIC already but like my application, it has to be on the end of the line waiting for its perfect time.

Yes it's delivered. Maybe next time use mail with signature required on delivery, this way you know it wass delivered and the person who received it at the CIC office...

I diid do that w/the signature required, that's why I'm wondering. I havem't had the proof of sig. sent to me.
