Federal is just medical and security checks but they are the ones that will grant you the visa. Unfortunately, CSQ does not guarantee you will get the permanent residence.
for your other question, yes, Quebec is the one that does the bulk of the processing. They are the ones to check your degrees, experience, language, etc.
Do remember that anything needs to be presented upfront. Meaning you need to have language test done, provide experience letters and all the necessary documents to get the points for your application
