Does CRA debt affect immigration procedure?

Hi.

I'm an internation student in Montreal, and have been waiting for CSQ interview.

From last December, I owe CRA (Revenue Canada) approx. $1500.

I filed tax return of $4500 last year but failed to prove some of them,

so CRA wants to back $1500.

Unfortunately, I'm not able to pay them in near future.

Does this tax owing affect immigration procedure?

Is Canadian Government likely to decline my application?

Is Canadian Government likely to decline my application?

It does affect for Australian PR application procedure though.. If an applicant owe any Tax to the Australian Gov/council they would surely ask for repayment of any pending amount before granting the PR. I presume this should be the case for canadaian PR too.
