does cic call center have power to schedule or reschedule candidates for oath

No one from call center can schedule Oath even if it is urgent processing. Call center can put in a note that you asked for reschedule. Even for reschedule you have to send a mail to CIC stating the reason for reschedule request.

So in short call center cannot affect (schedule or reschedule ) your application. They are there to just provide information on your file.
