Does "Cancelled-Incomplete" for Express Entry application count as a "Refusal"

I've been told different things by different people and also seen different wording on CIC's websites for this, so just wondering if cancelled is the same as a refusal.

My first PR application got cancelled as i forgot to upload a specific document. For context.

It may have been refused because of the R10 - document completeness check which is the intial stage... did you get the full refund because of this refusal ?

Cancelled is not refusal.
Refusal is for not meeting eligibility.
