does Canadian employers prefer more and more experience

hello everyone
recently i found out that there is skill shortage of civil engineers in Canada

well i am a civil engineer in India with 29 yrs of experience in construction of roads,highways and buildings for the state public works dept.. i also found some jobs in Canada by surfing the net(in my field) but before sending my resume i want to clarify that does Canadian employers prefer more and more experience when recruiting from abroad or are these for newcomers? will they call me for interview (am a middle class man and dont have enough funds for going there just for interviews, but ill manage it if i get an offer) or it will be done via skype or internet? will these jobs eventually get me PR?

It is quite true that civil engineers are in demand. There does however exists a strong impression about Canadian employers regarding their preference for applicants with experience in Canada. It is even said that once you enter Canada, all your previous experience is discredited and one needs to start afresh. All this is not to discourage you in any way at all. You must go ahead and remember that if you are successful in securing a job offer from there, then you will be eligible to apply for PR with and exemption from showing funds for immigration process.

Actually they don't consider outside experience. I found people have more than 20 years outside experience are working as trainee engineers here? Also we need PR and registration with local engineers association to find suitable position here. This place is good for people have less experience or fresh engineers from local universities.
