Yes. you need IELTs, the level depends on the NOC, level A, B or O.

can you describe briefly levels A B O? and who is going to provide NOC, is my current employer or the one from canada.

NOC is basically the classification of jobs in Canada based on the amount of experience and education required..NOC O is basically VP, President or Director etc...NOC A is professional jobs like Manager or Computer programmer or CA etc.....NOC B is more like for graduates with a little experience like Court administrators , technicians or food service supervisor etc..

your employer might be able to tell you your NOC code if they deal a lot with Service Canada or HRSDC else they would not be able to and it would be left for you to decide..check the following link for more information
