Read the Operational Bulletin from December 30, 2011. http://www.cic.gc.ca/english/resources/manuals/bulletins/2011/ob368.asp

Effective January 1, 2012, all Canadian Experience Class (CEC) applications must be submitted to the Centralized Intake Office (CIO) in Sydney, Nova Scotia.

Before December 30, 2011, this was true. It is not true any more. CIC has changed its procedures, effective January 1, 2012, and rjessome is 100% correct. You now need to follow the new procedures...

There are new forms, new requirements ... you need to review ALL the information here -
http://www.cic.gc.ca/english/information/applications/cec.asp

One new form is a fee payment form, and includes the option of paying by credit card. What the form doesn't tell you - if you submit the form to pay by credit card, you should advise your credit card company that there will be a charge coming from Canada within the next 2-3 months , in the amount of X... , and that this charge is authorized.

(I've seen too many applicants get their application returned because of the credit card company's security procedures, refusing the charge from another country).

Hi Dear JES & Rjessome,

In that case, does I need to send my application to Sydney in Nova Scotia or in India(Delhi), the reason is in operational bulletin it stated that until Jan 31st 2012 it is going to expect in local Embassies as given below.

Applications submitted directly to the visa office

Until January 31, 2012, all visa offices will continue to accept any CEC application submitted directly to their office. Missions should forward any CEC application received directly to the CIO.

After January 31, 2012, applications will be returned to the applicant advising them that they must submit their application to the CIO.

It's going to go to Sydney, Nova Scotia even if you do send it to Delhi because they are going to send it to Sydney. Save yourself a delay in getting it to CIO and send it directly to Sydney.

So yes, there is a transitional or grace period - if you submit it to New Delhi before Jan 31, they won't return it to you, but they won't do anything with it either, just forward it to CIO-Sydney; after Jan 31, they'll simply send it back to you. I suppose it is up to you, but I wouldn't want to waste a month or two waiting for New Delhi to forward the application to Sydney, I'd rather send it directly to Sydney myself. Note that it is not clear whether New Delhi will process your payment - I think they will simply forward everything to CIO-Sydney, so your payment will have to be in the form that Sydney will accept, or you'll have your file returned to you anyway. And you still need to apply using the new forms...
