My SIN and PGWP will expire in Feb 2024. My CEC PR application has been stuck in limbo for 1 year, but I am expecting to receive final confirmation any time now, though I won't be surprised if it takes more than 3 months considering the IRCC backlog. I have applied for BOWP, but there is no movement in that application either.

I understand that I will be on implied status until I get a decision on my PR application or BOWP application, but am I entitled to receive EI payments while I am on implied status? Can I extend my SIN without having a BOWP in my hand?

You need to have a valid SIN to qualify for EI. So without a valid SIN, you cannot get EI.

I don't know if you can apply for a SIN without having a BOWP in hand. Hopefully someone else can answer that.

Your SIN is connected to the validity of your work permit . No valid work permit means you’re not able to attest you’re willing and ABLE to work . Thus not eligible for EI
