Does an e-TA application count as an IRCC application?

Hi everyone.

When you are typing your Express Entry Pool application there is this question: Has {name} applied to Immigration, Refugees and Citizenship Canada before?

My question is: if I have only applyed for an e-TA (from Mexico) to visit Canada (as a tourist), do I have to answer "yes" or "no" to that question? I mean, does an e-TA counts as an IRCC application to them?
