Does a Colombian with Italian Residency, need a Visa to enter Canada?

Hi -- I wonder if someone could help me:

My Colombian girlfriend of two years was denied a student visa to Canada ( she has a masters degree and wanted to study english -- she also has a 10 year visa to the US, and an Italian tourist visa).

My question is: She may qualify for Italian residency. If she gets that, would she need to apply for a TRV to enter Canada as a tourist?

1. Residency wouldn't help her, she would require Italian citizenship. So she would still need a TRV.
