Documents returned due to missing documents, what should I do next?

I am a Pakistani National and studying in Germany, my wife, and is a PR holder in Canada and she sponsored me under family class in March 2020 and we sent all the relevant documents to CPC Sydney, Canada. today due to one missing documents they sent us all the documents back after 9 months.

I have a few questions now,
  1. do I need new photos?
  2. do I need a new police clearance certificate?
  3. do I need to send a new chat between me and my wife?
  4. do I need to update the travel history form again?
I have gone through the thread and found something about the Visa office and inland and outland terms. I had simply followed the guide on the IRCC website and they mentioned sending the documents to CPC Sydney.
but I have read on a thread that I need to send the documents to a local visa application center.
I do not want to waste another one year so can anyone guide me where exactly should i send my documents. either to the local visa office or to the CPC Sydney.

Note: the documents I got have a letter mentioning that I have to submit only the missing documents. what i am considering to simply send that missing documents along with all the returned documents.
any help, suggestions will be really appreciated.

Sorry to hear about your package be returned.
Have you read documents guide and checklist?
Have you done your checklist? When you marked on that checklist to make sure you included what should be in your package.
When you list on things you consider to update your documents, nobody know you better than yourself. For example, first one, if you have a new photo, I suppose 10$ , just in the same day you can pick it up, and you will relax, no more worry. If you said no, nobody will ask you to do it. Number 2, read again documents guide or in checklist, there is a link mention about it. If you not clear about something, try to have specific question such as "what kind of PPC you got? Is it expired or not / valid or not? Number 3, if you think it's good to update more evidence for your relationship why not? Just more couple papers. Lastly, your history if it has changed / new record, you want to update or not? I suppose that IRCC will not know anything about your records until they process your application. They may ask additional documents later, if they want.
So there are no concrete answer for you. It's up to you. You know their instructions they give, and you know what you're doing for your own.
