Hey everyone ... I want to know that whether I need to send my official transcripts to university through WES after getting an offer letter or at the time of sending my OUAC application??

I have no idea what WES or OUAC means. Official transcripts can be mailed as well or you can ask the university what other methods they can accept official transcript straight from your school.
