Document Translation India - please guide

Guys,

Can a notary public in India (Delhi) translate documents in Hindi to English with their notary stamp? My parents have some documents in hindi which they want to submit with their Visa application.

If not then please suggest who can do that.

Yes he can but make sure to get an affidavit from the translator
