DOB is different than other documents

I'm from Bangladesh.
My date of birth is 9/7/1991 in my passport but 1/1/1991 in all other documents. I went to change my passport DOB but couldn't because recently it has been banned by our government to make this kinda change(Name, DOB, Father/Mather's name) and nobody knows when it will reopen. I have already got an offer letter from a reputed university and planing to apply for visa asap.
In this circumstance what should i do?
will it be a big issue for my visa application?
can i show somehow that both person is me which will be trustworthy to the visa officers?

simply submit an affidavit saying that the dob is incorrect in the passport and it will be rectified once the passport office starts accepting the correction requests.
