we are trying to apply for parental sponsorship. It seems we have to pay $1100 "processing fees". Do they keep this even if they reject the application?

Visit this website: http://www.cic.gc.ca/english/information/applications/guides/5772ETOC.asp#pay. It says, "for Sponsors of Parents and Grandparents (IMM 5770) to calculate the total amount of processing fees to be paid (all fees are in Canadian dollars). Processing Fees for the principal applicant and all accompanying family members must be included with this application. The Right of Permanent Residence fee will not be collected at this time. CIC will request it at a later date." So since you do not have to pay the "Right of Permanent Resident fee" at the beginning of the sponsorship, the fees is considerably less than 1100.

I think the initial 1100 which you would pay ($550 x 2 parents) is not refundable as it does not include the Permanent Residence fee. Permanent Residence fee (now $490 each) would be extra once application is approved.
