Do we need our degree certificate / provisional degree certificate to apply for a student permit for grad school?

Im currently in my final year of undergrad, and I'll only be receiving my provisional degree certificate sometime in June. Does this mean I can't apply for a student permit before I receive the provisional degree certificate?
