I'm confused. In page 8 of the citizenship application it says:

If it applies to u:

Original Police certificate or clearances from each country were present at least 6 cumulative months in the 4 years immediately before......

Time spent in Canada is not included?

Concur that no police certificate from Canada is necessary.

IRCC will not request a police certificate from Canada. Rather, all citizenship applicants are subject to background checks including by the RCMP. The background checks are, in particular, done by IRCC (primarily a full GCMS query), CSIS (security background check which may include international queries), and the RCMP. The RCMP background check may be (or always is, not sure) far more extensive than a mere name-record query (which is ordinarily what generates the content of a police certificate). Which is to say, there is no doubt, the citizenship applicant's criminal history (or, hopefully the lack thereof) in Canada will be verified for ALL applicants.

Note the GCMS query will also indicate any criminal history records in the U.S. system (FBI/NCIC), but I believe that those who have spent a total of six months in the U.S. during the preceding four years must nonetheless submit a U.S. FBI certificate.
