My wife is the lead applicant and she has 444 points for age, education, etc, so it looks like we won't make it through express entry and we are thinking of PN. But we really want to live in Montreal as we like the city with it's mixed Francophone culture, cheap housing, etc, so we are wondering, if we get accepted through PN, do we have to stay in that province, and if so, for how long?

Definitely and by all means, yes. The moment you apply to a program you pledge and vow to settle permanently in that province.

But even if u can then its really a worst idea to doublecross a province
Which has nominated u and given u 600 points

If u really want to live in monteral then apply through QSW
 
QSW is opening next month, if you want to settle in Montreal.

Even when you get PR via FSW, you can't even stay in Quebec, as they have their own immigration rules.
 
I applied under ONPNP master stream. I emailed ONPNP and asked them about this question. They replied me that, once I become a PR, I could live/work/study anywhere in Canada.

But here, first language of communication is French,
and they prefer candidate with french knowledge

Cool! Then it really depends on the province's policies. :)
 
Yes, it's true the Canadian Charter of Rights and Freedoms states PRs are free to move anywhere.

It will be a risk though, to CIC, Border Services or the PNP that nominated you.

Here's a recent example from the EE forum regarding an FSWP application:

Please note that in order to land at a CIC office / Port of Entry in Quebec you will need to

It is obvious that this guy moves to Quebec before he/she become a PR.

Yes, obviously. But it doesn't change the fact that in CIC's rules, FSWP is not intended for immigrants to Quebec.
