Do we have to mandatorily specify at least 10 years (if we have it) of work experience in Express Entry profile?

I have more than 10 years of experience, however, I will be claiming only 3 years of foreign experience, as that is the maximum for which one will get points. No matter how much experience one shows, beyond 3 years no additional points are awarded. So which of the following options is the right thing to do and why? Asking as I feel there is a lot of confusion regarding this.

1. OPTION-1: Do I have to mandatorily specify at least 10 years of work experience in Express Entry profile?
2. OPTION-2: Can I only specify the relevant experience that covers at least 3 years of foreign experience?

I know mostly people say that to be on the safe side one must give 10 years. But can someone tell me what is really expected by IRCC?
