Do the Canada employers recruit foreign employees?

Do employers from Canada recruit foreigner when we are in Express Entry pool?
I have been applying for many jobs but I haven't received a response from any of the employee.
But I see many PNPs they are selecting skilled foreign workers through Expression of interest. Please any one suggest me how to connect with an employer to receive a Job offer.
(I have my profile already created in Express Entry).

Keep applying. Nowdays it is next to impossible to get a job this way but you may be one of the lucky ones.

The process is time consuming for employers if you are not a PR or OWP holder. They have to get LMIA and that involves a process itself. So they hesitate to hire internationals without some sort of work permit. You stand a chance if you are exceptional in your field and there are nobody available in Canada to do the job.
