Do parents who ain't being sponsored need to fill in IMM 5406 and eIMM 5669

In both the Additional Family Information IMM 5406 and Schedule A – Background/Declaration eIMM 5669 form for common-law/conjugal partner sponsorship, it stated that “The principal applicant , their spouse or common-law partner(if applicable), and all dependent children 18 years of age or older must complete their own copy of this form. “ If my partner is a Canadian citizen, does he need to fill in (SECTION A)?If my mother and father ain’t being sponsored, do they have to fill in this form as well(SECTION A)?Thank you in advance.
