Hi everyone

I am a permanent resident. I landed last June on 21st, 2016 with my five children. My husband landed 2 months earlier. We stayed in Canada arround 3 months. That's when our money ended and went back to homedown. We all received our pr cards but mine had a mistake in my surname. So I immediately emailed it asking a new one. Unfortunately I put an address in our hometown and not in Canada. Those days I was very stressed and when I understand it, it was too late. Of course nothing was received and if it did our landlord (nasty) returned it back. I emailed CIC a couple of times giving them a new address of a Canadian friend but he did not received anything.
So the problem is this. Since this is the second year running and I want to do something to return to Canada what is the best way of doing so? To be frank enough I want to take some exams and this means that I have to reenter Canada a couple of times this year in order for my profession to be recognized. Should I take a permanent resident travel document ( I think this is used only once) or should I ask to reissue for a new pr card from my hometown. I think you can apply for a pr card only inside Canada. Can I use my Canadian friend address? I was so stupid not keeping permanent resident card number for a new application, I mailed all the documents together with the first card the first time.

PR cards can only be issued inside Canada, and either sent to an address inside Canada or asked to be picked up at an IRCC office inside Canada. You can't get a PR card from any country outside Canada.

If you are outside Canada you have only 2 options:
1. Apply for PR Travel Document
2. Travel to USA and enter Canada via land border.

If you are talking about the US land border then as a PR you are entitled to enter the country just you might get a hard time from CBSA why you do not have a PR card. Just make sure you have all the required documentation needed to show your status or just apply for a PRTD and come back that way.

Yes exactly. CBSA can easily verify your PR status with just your passport and COPR.

When my wife did this a while back, we just mentioned to the CBSA officer she hasn't yet received first PR card, and process took all of 1 minute to be allowed entry.

B) what's the phone for CIC is the 1-888-576-8502 correct? can I use a Canadian phone number from my hometown. I want to know what actually happened and if my card ever been delivered.

A) it depends whether you applied a single use or multiple use entry document
B) you can ask your friends in Canada to arrange a 3 way call between you and CIC. The toll free only works in Canada and US.

You can't dial CIC directly if outside the country.

So a friend inside Canada can call them, and use 3-way call feature to call you also and join you into the call with CIC.
