Since it is an item listed on the checklist...I'd say that you do need this letter.
 
If your husband is employed in Canada, then yes, you need the letter of employment.

But if your husband is working abroad, you don't need it. My husband (the sponsor) didn't want to tell his boss at that time that we want to move to Canada, so we sent only his pay stubs for the past 12 months along with a letter explaining why he can't get a letter of employment. We had no issues at all.
 
I didn't tell my employer. Here in Canada sometimes you need a letter of employment for many things.I just called HR and they just wrote how long i was employed with the company, the amount of hours i worked for them and how much my annual income was. I doubt they would blink an eye if you asked.
