I was in a bachelors program but left in my third year to pursue another bachelors. Do i need to mention the first incomplete bachelors in my EE profile under education history even though I am not claiming points for it and did not do an ECA evaluation for it?

You don't need to mention in education criteria, since you are not claiming points for this.

However, you should mention it in the 'Personal history' section as education history.

Pre-Assessed..
Not mentioning it in education history *WHICH IT IS* is withholding information (ie misrepresentation), whether you are claiming points for it or not is totally irrelevant! Think about it, why would there be an "incomplete" option to choose from if it was not required to be disclosed?

because someone may still be in the process of getting a degree or certificate at the time of application.

A lot of seniors like Asivad Anac said (and I agree) that if you are claiming points for a degree, it has to be in "Education" and then supported with an ECA, etc. But if you aren't claiming points for the degree, then it gets moved to "Personal Activities". It isn't misrepresentation because you ARE mentioning it. I've done it this way for myself and my clients and it works every time.

I don't see any personal history part in my EE profile. the work history part is the only place i could chip in my education.

Thanks Advisor_PK for your informative post.

I believe people should first double-check any info before posting it in here, since a lot of people are following it and having guidance for their applications.
If one doesn't know correct info, he at least should not give false info to others.

I meant "Personal Activities" section not Personal History. I apologize for the typo. Please don't put your education in the work history section!

In the work history section you put ONLY they job(s) that you are claiming points for. You will need a reference letter as proof of this job(s). Again, if you are not claiming points for a job it gets moved to personal activities. Personally, I've held 4 jobs but I only claimed points for my last role so I only mentioned my latest job in Work History. The other jobs got moved to personal activities.

Thank you so much. I noticed that some 'senior' people on this forum are people who have been raising CSEs etc for 1-2 years and have not even landed in Canada. You don't want to follow their footsteps. If you do everything correctly, you shouldn't even need to raise a CSE and the entire process should be completed in under a year. This has been my experience.

Well said.
They also sometimes seem quite offensive in their language as if they know everything about immigrating to Canada and life in Canada (Even if they haven't landed there yet!!o_O)

I think the personal activity section appears after ITA? Because i just created an EE profile, i dont have an ITA yet and can not see any "personal activity" section.

Yes, you are correct.
It will be there in eAPR once you get an ITA and continue application.

All the best for getting an invite.:)
