Do i need to have work permit before i apply to GTS

Hi,

I am experience mobile, salesforce, IoT developer working in india. I have created Express Entry profile and waiting for ITA.

I heard of Global Talent Stream program, i wanted to know if i need to have valid job offer from canada employer to apply under GTS.

I would also like to know the steps to follow.
