Do I need to get a police certificate?

Hi guys,
So I was reading on the CIC website that, as I am applying for a study permit, a police certificate, while not mandatory, may be requested by the CIC officer reviewing my application form later on. I am a US citizen living in Malaysia right now.

I would like to know if it is truly necessary to get a police certificate, as I am 16 years old and on a separate page on the CIC website it is stated that in general people 18 years old or above should get a police certificate; I am unsure as to whether or not it is necessary for me to get a police certificate.

On a separate matter, on my study permit application form (IMM1294E) there is a section called background information that instructs: "You must complete this section if you are 18 years of age or older". Should I fill in this section as well? It says it is mandatory for those 18 or older, but it says nothing for if one is younger than 18.

As still considered a minor under 18 then i read you do not need a police cerificate but you will need to identify a custodian in Canada http://www.cic.gc.ca/english/study/study-minors.asp. Plus meet any requirements from home country from parents or legal guardian agreeing to your study in Canada. But assume you already read all this.

For the background section if says 18 or over then maybe just put n/a for not applicable.
