Do i need Funds Proof if hve worked in Canada for 1 yr?

dear friends..

candidate has worked in canada in NOC B level category and have 73 points, currently working in canada in NOC C level .
Does he need to show Proof of Funds when applying for initial assessment at Sydney?
(does not have AEO )

In any case, candidates do not need to submit proof of funds while applying to nova scotia for initial assessment.
