Do I need FBI and State Clearance? URGENT!

I and my family have COPRs and we are ready to make the first entry to Canada. We got the immigrant visas and COPRs at Singapore, but since May 2008 we are in USA. I'm seeing posts about the necessity of FBI and State clearance as per some new rule effective Feb 19, 2009. Is it required only during processing or do we also need to get it before our first entry. Our visas are expiring on Apr 19th, so can anyone share it urgently please?

You should have informed Singapore that you were in the US, but since they issued the visas, you better use them before they expire.

Thanks PMM. I haven't informed them since they already issued COPRs. So, we don't need to worry about the clearances in US?
