My NOC is 2174 (Java developer, IT) and it belongs to Skill Level A (professional occupations).

Do I need a bachelor's degree to apply for permanent residence?

I'm asking this because I've just tried the Come to Canada tool for Canadian Experience Class and it says I am eligible to apply for Permanent Resident Visa but it never asked for a bachelor's degree while using the tool.

Is a degree really needed?

For CEC a degree is not essential but it adds a large number of CRS points. Have a look at the IRCC CRS point calculator tool. http://www.cic.gc.ca/english/immigrate/skilled/crs-tool.asp When you enter an express entry profile your points total will be confirmed. The EE draws which take place mostly every 2 weeks set the point level at which profiles drawn from the pool will be offered the an invitation to apply (ITA). The points level is about 440 at present and a degree would contribute 120 points to that total.

And if it is applying under BC PNP Tech Program do I need a bachelor's degree?

I used this calculator without using a degree and I have more than enough points but then when I look for my NOC 2174 under "employment requirements" it says "a bachelors degree is required".

I'm confused.

"is usually required" >>> means you don't need one
If you see "required" only, means you should have one, or change to other NOC Code

That's what CIC told me last time when I called them

or change to other NOC Code
But can you change to another NOC Code "just because" or is there any problem for doing that?

I actually develop web pages so my NOC code "should be" 2175 but if it is like you say then I would use NOC 2174 (which says "usually required")
