Hi,

If you see the UBC ECE dept. site, it is clearly mentioned that for admission to Masc.:
Applicants to the M.A.Sc. program must have an accredited (by UBC) four year Bachelor's degree in Electrical or Computer Engineering or a closely related field. It is preferred that M.A.Sc. applicants have a GPA in the first-class range and show some demonstrated aptitude for research.

Also mentioned, for applicants from India:
Applicants for the Masters' programs should have a 4 year Bachelor's degree with a final standing of First Class with Distinction, or a First Class Master's degree. Applicants from IIT's must have a final standing of 8/10. Applicants for the Doctoral program must have a First Class Master's (M.Eng. or M.Tech.) degree and a First Class 4-5 year Bachelor's degree. A TOEFL or IELTS score is required even if the medium of instruction at your university was English.

UBC requires A minimum overall band score of 6.5 is required with a minimum score of 6.0 in each component of the academic (NOT general) IELTS test.

So, yes. With a 75.89%, you are very well eligible to apply. However, just meeting the eligibility criteria will not guarantee admission, especially to the research based Masc. degrees. Research based degrees are highly competitive, where students often receive full or substanital funding. Your odds of getting selected to the research based degree programmes will increase if you show some demonstrated aptitude for research like published papers etc.
The chances of getting selected to a course based M.Eng. program is higher though.

Also, the deadline for Sept 2013 intake - Dec 1. 2012, is already long over. However, you can contact UBC and see, if they accept applicants for Jan intake or not... if not then you can always apply for Sept. 2014 intake, for which the deadline for submitting application will be by Dec 1 2013.

All the information can be found on the official website. You just need to go through it!

Best of Luck
