Do I have to pay right of permanent residence fee for my spouse online?

I am about to pay online for my application before sending it off and there is a permanent residence fee of $490, do I have to pay it right now or do I pay it when my husband reaches Canada? Thanks

For an outland application, it must be paid before CIC will issue the COPR and/or immigrant visa. You will probably benefit from faster processing if you pay it up front with the other fees.
