I think you may ask for a refund, but they will not accept the application. I'm sorry.

They intend to resume accepting new applications in two years, so don't lose hope. Tell your brother/sister to enroll in college and stay fully dependant on your parents, he/she still can be accepted as dependant.

Yes, he can enroll now. When the time comes and you apply for your parents sponsorship, he needs to be enrolled in university/college ever since attaining the age of 22, so since he's still 21, that's ok. When the time comes he'll need proof of continuing studies and that he's been fully dependent on your parents.

Good luck, and don't lose hope! If you applied now, most likely it would take up to 4 years for them to start working on your process, so... :) Who knows when they resume accepting new applications it will be faster?

Yes, I'm pretty sure about this. I have a friend whose parents applied for PR, sponsored by her brother, she was 23 when her brother applied and had been studying ever since she was 21, with no stop, dependent on her parents, not working and not married and she was accepted and recently landed at the age of 26. But please note that she remained studying, not married and not working and dependent all these years while still on process.

There's also some concrete information on this on the cic website, but I'm on my cell now, I'll post a link when I get home.

No, to be eligible (if parental sponsorship actually reopens) he must be attending school before he turns 22 and must continue till the date the visa is issued.
