Do a govt. employee need to apply no objection certificate to apply for Canada PR

Hi,

My brother is employed with Govt. Bank in India. Does he need to get No objection certificate from his employer at any stage in Canada PR process.
As per his employer rules, he need to resign first in order to get No objection certificate. If he does not issue that certificate, he's afraid that during employment verification stage CIC may call his employer and the employer can take action against him for not getting NOC.

IRCC won't require the NOC.

If his employment rules state that he must resign and/or obtain clearances from his employer then he needs to follow those rules.

He could be declared as an 'Absconder' and departmental action could be taken against him if he immigrates without informing his employer/without getting the necessary clearances
