Got ITA (with OINP) in last Friday. But FBI PCC just sent out for 10 days (previous FBI application was rejected due to poor fingerprint quality). I dont know whether I should accept the ITA or wait for the next draw? I know some people's application is cancelled due to lack of FBI PCC while I dont know whether CIC will continue to draw people from the pool (19 draw already)... Any suggestion, please.

With those 600 additional points, you will get an ITA in every single draw. But don't decline the ITA just yet. Wait for the FBI PCC and submit the application if that arrives within the next 3 weeks or so. Decline the ITA in mid November so that you're in line for another ITA by end November/early December. That ITA would give you sufficient time to get the FBI PCC and submit a complete application by Jan '16.
