"Digital Photo" - IEC-WP question.

Hey,
I have a problem, probably trivial one, but I don't get it. I've to send them photo with such requirements for Work Permit using IEC program :

1) "The size of the head, from chin to crown, must be between 31mm and 36mm. "
2) "Digital dimensions are often expressed in pixels or DPI (dots per inch). The physical dimensions in pixels must be at least 420 x 540. "
3) "If an existing photo is being scanned, the minimum resolution must be 600 pixels per inch."
4) "The final size of the image should ideally be 240 kB (kilobytes), but not less than 60 kB.

But the problem is, that if photo is 420x540, size of head is NOT 31mm to 36mm in any way, and when requirement number "1" is fulfilled, photo is not in 420x540 (or more). I have one photo in nice quality, it's 780kb, but "at start" it's not 31-36mm head and photo itself isn't 420x540, but size of photo is changable, but I don't know. I have no idea what to do, is there anyone experienced enough to give me any advice?
