Difference between Moved to visa office and AOR2

i am a candian citizen living in Canada, i applied to sponsor my wife who lives in Egypt.

On November 5th 2019 i got an email with a letter that says

This message is being sent to confirm that the Application for Permanent Residence for your relative(s)
has been forwarded to the visa office in Cairo for further processing

however when i log onto the ECAS system it says

1. We received Nanees Diaaeldin Mounir Refaat's application for permanent residence on August 7, 2019.
2. We started processing Nanees Diaaeldin Mounir Refaat's application on November 17, 2019.
3. We sent Nanees Diaaeldin Mounir Refaat a letter on October 21, 2019. Please consider delays in mail delivery before contacting us.

my question is that letter the Moved to visa office or the AOR2

and what does the November 17 date in the ECAS represent?

The mail u got that ur file is being sent to VO aint aor2
Wen the visa office sents u acknowledgment that they recived ur file is Aor2
17 nov is the date they hv strtd processing ur file in visa office and a visa officer is assigned to look into file
