Completely wrong. Not the same thing at all.Same thing just different way of referring to a permit that allows you to work on a temporary basis in Canada. There are different types of permit such as through spouse sponsorship either with an inland PR application or for example a study permit or post graduate work permit or through a sponsored LMIA application via an employer.
Some people in my view might use the term worker visa for the latter given the purpose is specific to work not to accompany someone else but ultimately they are the same thing to allow work for a temporary period.

Work VISA: is the counterfoil that is printed on your passport which allows you to travel into Canada, and to return each time you've left. This allows you to travel and enter the country.
Work PERMIT: is the letter issued at the Port of Entry, that states the conditions under which you're authorized to work in Canada. (employer, place, type of work, etc.). This allows you to be in the country. Even with an expired work visa, you can still remain in Canada for as long as your permit is valid.
They are both usually issued with the same duration. They are different separate things. You might have a permit in some situations and not a visa, case in which you're allowed to work and stay in the country, but you won't be allowed to travel back in if you ever leave before renewing it.
So basically then the WORK VISA is the TRV then which like an ETA for a visa exempt allows an applicant to travel to and from Canada. A visa exempt would I assume then only have an ETA not a work visa. It is the reference to defining a TRV using the word WORK that can confuse people.Please see below.

All you need to bring with you is the Work Permit. i got a job offer last year from an employer and subsequently came to Canada on worker visa in march 2019 and have been working in B.C. ever since as worker. now i am planing on going back to my own country (India) on vacations for some days but my employer instructed me that i'll have to resume working as soon as the vacations are over. i wanted to ask you guys that if i can leave and come back to Canada without having a new visa (i have a worker visa approved for two years,till 2021) and could you please tell me what documents i should have at the time of entry so that i won't be denied entry by immigration officer on my way back to Canada. i should also mention that on my visa, in the "number of entries" section, "multiple" is written. i am anxious about this matter because a friend of mine told me that i'll be needing electronic travel authorization (eta) and a temporary resident visa at time of entry on my way back to Canada else i will be denied entry. also please shed some light as to what is a temporary resident visa and when is it needed.

Exactly, if you are from a Visa exempt country, you don't need a visa to get on the plane and land in Canada. But once you're at the POE what allows you in the country is the Work Permit. The work permit is also what will allow you to get a temporary SIN starting with a 9, this is actually what permits you to work in the country.So basically then the WORK VISA is the TRV then which like an ETA for a visa exempt allows an applicant to travel to and from Canada. A bit like people referring to a study permit as a study visa or a study permit, the same thing plus they then have a TRV for travel purposes or an ETA if visa exempt They do not have a study visa for travel and a study permit, they have a study permit and a TRV.

I did about 7 trips in and out of Canada while on a Work Permit. Then I went back to school last year and I got my Study Permit, however I never applied for a Student Visa since my Work Visa was still valid until March 2020. I now am a PR so all of this is irrelevant now.
While being a student again, I re-entered Canada twice with the Work Visa.
You shouldn't experience any issues at all. Just have a valid Visa, so that you can actually travel, and your Work Permit to show at the POE.
I once forgot my Permit in Canada and showed an scanned pdf of it to the officer and he was really cool about it.
