Didn't Mention Education in IMM1294e

A friend of mine applied for a study permit (for a diploma) and never disclosed a former education (dropped out, never finished) she had.

She had dropped out of college several years ago and thought that since she never finished her education, it would make no sense to mention it.

She later completed this education when the pandemic delayed her study permit application and got her degree.

When she applies for PR, can she claim points for having a bachelor's degree? Is it an issue that she never mentioned her discontinued college education?

If she has an ECA, she can claim points for her BA.

If she has an ECA, she can claim points for her BA.

She is going to get her degree now and will send it for an ECA. It is from a good university so she'll definitely get the ECA.

Is this okay or is it considered to be deliberately withholding information? The education was never disclosed because she never finished it, that's all.
