Didn't get PT notification yet

Hi,
I applied for EE on July 20, 2015. I have M.Sc. Degree from Ontario university and currently working in Toronto for more than a year. My score was 402 but didn't get PT notifications yet. Did you guys experience similar problem? Do you have any idea what might have gone wrong? Your answers will be appreciated..

There is an existing thread. Check that.
It looks like Ontario has stopped or slowed down on issuing fresh PTs.
