if person has deported from USA for violation of student visa. Can he eligible to apply for Canada PR ? Please reply

Yes, they are eligible. You will be asked in your application whether you had been deported or removed from a country, you will need to answer 'YES' to those questions and explain it in your LOE. It will lead to more stringent background check and then approval, but won't lead to refusal as long as you have been completely honest in your application.
