Depenedent child?

Hi,
I have 2 kids from previous relationship 24 years old. they live with my ex-wife. Does it count dependent child to me?
They are not cooperating and they don't sign the forms. Should I send it without their signature?
Do I need to fill their Schedule A, Additional family information form[IMM 5406]?
