Dependent Open Work Permit Processing Time

I'm currently in the US and want to move to Vancouver BC. I'm married and was wondering what is the wait time/processing time for dependent open work permit? My spouse is on open work permit and currently working in Vancouver, BC.

The website shows family sponsorship time of 23 months but work permit wait times of 10 weeks. So I am confused as to which category I fall under?

Family sponsorship is if your spouse is a citizen or PR. You apply for an open work permit if eligible (Spouse is in skilled job, 3 pay stubs employment letter).
