Dependent children

I apologize for the additional post. I'm sponsoring my spouse and her dependent children. Are her children considered principal applicants since they are also being sponsored ? I'm just confused with the guide. It says :

Dependent child
If you’re sponsoring a spouse or partner, any dependent children should be listed on their application forms. If you are sponsoring one or more dependent child(ren) as the principal applicant(s), you must submit a complete set of application forms and documents for each child.

After reading this it makes me wonder if I need to fill out any forms to sponsor the dependent children as well who are 9 and 15.

Your spouse is the principal applicant and the children are the spouse's dependents.

The children would be principal applicants if you were sponsoring them alone, without a parent included.
