Dependent children & Permanent Residence fee Question

Hi,
I and my wife sponsored my wife’s family in a family class. When we submitted our application, my wife’s brothers were below 21 years but now they are above 22 years. I have the following questions:

• Are they still dependent children or not?
• Do I have to pay Permanent Residence fee for her brothers?
• Can I submit the requested forms now and pay Permanent Residence fee later?

1. Yes, as long as they are not married or in C/law relationship, their age was "locked in" on the submission date.
2. No.
3. Yes, only the Right of Permanent Fee can be deferred, until the VO requests it.
