Dependent child sponsorship

Dear Sir,

Myself and my wife are permanent residents of Canada since May 2011. We went to Canada in May 2011 and came back to India in July 2011 due to my PhD.
We have a girl child now (born in India) in August 2012. I have applied for sponsoring her to CPC on April 30, 2013 from India. I got a letter on June 4, 2013 that I am not eligible to sponsor as I am not in Canada but as I have opted to continue the processing of my application, they have retained the fees and forwarded the application to New Delhi office. The eCAS status shows Application received.

Now my question is: 1) Are there any chances of getting PR of my child through this current application?
OR
2) Should I withdraw my application and apply again after reaching Canada.

I am arriving to Canada alone in October 2013. My wife will stay with my daughter. So third question is

3) In spite of withdrawing, should I update the application that I will be in Canada in October, so that they should reconsider my eligibility?

Please Help
1. No, you will be getting a refusal letter and will have lost your application fee.
2. Nope you will require a new application.
