Dependent Child lest than 18 Years of age and forms

Dear Experts

While i am filling up the application forms, i see that for the "Background Declaration Form" and "Additional Family Information Form", it states
Dependent Child over 18years need to fill. My child is 3years old. So do i fill the forms on behalf of my child and sign the forms or should i be excluding these forms(for my child).

Please assist. Thanks

The child is not over 18, so they aren't required.
