Dependent adult already a citizen

Hi. I am sponsoring my husband, a US citizen. We have a dependent 31-yr old daughter, who is a Canadian citizen. She'll be coming back with us, and she's my dependent, too. Does she need to be included on his application, and therefore need a background check (5669)? I haven't submitted the PR application yet.

If she's a citizen she doesn't need anything. Well, identification.
