*Dependant child help* PLEASE

I am the sponsor (wife) and my husband is the spouse. He is an American, and has a child. He is not listed on the childs birth certificate, nor does he have access to the child as his mother wont send any info. We do not have his birth certificate, and can not get a medical either.

Please help. What do we do.

Does he have proof of trying to contact the mother?

He needs to declare the child and provide a notarized declaration stating that he understands the child will be Forever Excluded from the Family Class and never be able to be sponsored.
